Overview
Action Against Hunger is a humanitarian association founded in 1979, the organization operates in 47 countries in the fields of nutrition, health, food security and livelihoods, water, hygiene and sanitation, mental health and healthcare. In Libya, AAH is mainly implementing projects in the fields of water, healthcare and livelihoods. In order to implement its current projects, AAH is looking for profiles in lines with the following requirement and job description:
Curriculum
Bachelor degree in agro-economy, economy, sociology, local development and /or professional training in the same field.
Professional Experience
Working Experience in humanitarian projects linked with Food Security and Livelihoods – Experience in conflict sensitive operational context – Experience in food/cash distribution including (electronic) vouchers system would be a strong asset
General skills

Specialized/Technical Skills

Job Description
POST Title: Food Security Programme Manager
Classification and Grade: Executive Level 2
Primary Job location: Libya
Areas of intervention: Sabha, Murzuq and Ubari, Libya
Assignment/Objective 1: Promote the comprehension of food security and livelihoods (FSL) in the intervention area :
The FS Program Manager is responsible for:
Undertaking systematic and thorough analysis of the humanitarian situation in respect of FSL and of the context of intervention in his/her field of activity;
Internal dissemination of information gathered and its analysis to the Country Representative / Programme Coordinator
Taking part in the determination of strategy in his/her area of activity and sectoral strategy at national level
Setting up projects consistent with the ACF Charter, the ACF strategic framework, the policies of FSL and other ACF sectors, national strategic and other legal texts produced by ministers responsible for the FSL sector, and key international documents in the sector (Standards SPHERE, )
Ensuring that teams have a clear understanding of these documents
Participating, as and when necessary, in the development of the FSL component for potential project proposals
Promoting transversal integration of the FSL sector with other sectors, in collaboration with the Country Representative / Programme Coordinator
Taking into consideration of transversal topics associated with FSL initiatives (HIV, Gender, Disaster Management, Environment, social inclusion of Persons living with Disabilities, )
Examples of tasks:
Monitors and analyses general indicators
Monitors and analyses key ACF indicators in the field of intervention
Integrates this analysis and the follow up in the on a monthly basis
Becomes thoroughly familiar with the ACF strategy and that of the mission
Defines the operational direction to be promoted in relation to the strategy, the capacities of the mission and the identification of need in the sector
Takes notice of the sectoral orientations of national strategy and understand the implications for his/her field of activity
Identifies the presence and the strategic orientations of other partners in the field with a view to improving coordination and effective working
Gathers, analyses and shares relevant information in the context of technical and operational strategy meetings organized by the Country Representative / Programme Coordinator
Assignment/Objective 2: Set up, implement, monitor and report on FS projects
The FS Program Manager is responsible for:
Setting up of the FSL program(s) taking into account the logical framework of the program(s), the budget, and the logistical and administrative processes of ACF
The quality of the programs established in conformity with the technical and project management standards of ACF
Familiarizing him/herself thoroughly with his/her projects, the issues involved, the logical framework and indicators; retaining printed copies of all funding agency contractual documents; sharing all such information with his/her teams
Supervising his/her project, by means of internal APR monitoring tools, regular presence in the field, maintenance of a timeline, monthly review of the budget
Maintaining the profile of both the funding agency and ACF on the project sites
Preparing in time to meet deadlines of external and internal reports relating to his/her projects
Identifying and implementing safety measures for both the teams and the wider population (building sites, community-based sites…)
Examples of tasks:
Takes notice of funding agencies’ contractual document
Defines the various stages of the projects by reference to existing technical guidelines
Develops for submission and approval by Country Representative/Programme Coordinator technical methodologies for the implementation of his/her projects
Meets with the donor and the identified partners (e.g. financial service provider, other service providers) to agree on main distribution principles and expected timeline
Leads introduction and collaboration meetings with local authorities (LAs)
Meets with local civil society organizations (CSOs) to inform them about the project
Sets-up and mobilizes local committees (incl. LAs and CSOs) to ensure project’s information dissemination to project’s beneficiaries
Prepares and applies a plan for Monitoring, Evaluation, Accountability and Learning
Organizes and supervises the implementation of identified activities in coordination with other ACF departments; the donor and the identified financial service provider;
Defines implementation modalities (identification and registration of beneficiaries, distribution, monitoring, etc.) together with the donor, the identified financial service provider and the identified suppliers
Oversees the community mobilization and awareness raising activities
Evaluates with the MEAL department the relevance and appropriateness of the intervention in view of the evolution of the context and need
Convenes a regular meeting of the program team to monitor the progress of activities
Prepares a monthly APR of his/her project
Takes part in the monthly budgetary monitoring exercise, and request it if it has not been undertaken
Engages in the planning of needs and resources with the Logistic and Finance Departments
Prepares reports for funding agencies (intermediate and final) and reports for the information of regulatory authorities
Submits in good time reports to his/her hierarchical manager for approval and dissemination
Identifies risks in consultation with the support departments concerned
Orders the materials necessary for the safety of sites, personnel and the wider population
Assignment/Objective 3: Supervise and manage the team
The FS Program Manager is responsible for:
Recruiting the program team
Managing the team (leadership, monitoring, motivation)
Setting objectives with staff under his/her direct management and appraise their performance in accordance with ACF performance management policies, identifying areas where they require support and capacity building;
Evaluating the program team members
Ensuring staff development of the program team members (identification of training needs)
Ensuring that all HR policies and procedures are followed for staff directly under his/her responsibility.

Participates in the recruitment of his/her teams, conducting interviews, administering tests…)
Organizes and conducts team and one-to-one meetings on both a regular and exceptional basis
Works out and follows through individual action plans for team members
Manages planning, work-sharing and coordination of work
Provides for assessment interviews with team members
Provides technical support for the teams
Identifies the training needs of team members
Sets up, organizes and leads training sessions
Requests outside support for complementary training exercises (HR, Technical Advisor, partners…)
Deals with problems within the team
Assignment/Objective 4: Participate in the representation and partnerships of ACF in his/her area of intervention
The FS Program Manager is responsible for:
Participating in visits by funding bodies whenever requested by the Country Representative or Programme Coordinator
Representing ACF and ensuring coordination with partners, the authorities, agencies of the United Nations and NGOs in his/her sector, in collaboration with the Country Representative or Programme Coordinator
Contributing to the process of selecting partners, formalizing partnerships and enhancing their capabilities (local NGOs, international NGOs, national authorities, private agencies etc…)
Reinforcing the FSL capabilities of partners
Examples of tasks:
Contributes to internal and external coordination meetings
Represents ACF in forums or working parties in FSL and related areas
Collaborates with the donor and its identified partners, as well as local authorities and other local stakeholders
Presents project activities and objectives to the participants, communities, partners and local authorities
Assignment/Objective 5: Contributing to capitalization and technical development in his/her sector
The FS Program Manager is responsible for:
Capitalization of program-related data and documentation of the achieved activities and its results
Dissemination of the technical and operational expertise acquired in the course of the program
Contributing to the upward transmission of data from the field level to contribute to ACF communications
Examples of tasks:
Produces capitalization reports on the basis of existing formats
Compiles all documents dealing with the essential techniques and methodologies involved in the projects (including the list of beneficiaries and distribution .) for capitalization and audit purposes
Writes a handover report at the end of the mission
Ensures that his/her superior is supplied with all essential documents for archiving in digital form
Contributes to the sharing of experience (end of mission account, interview, internet site…)
