Context
On behalf of the German Ministry of Economic Cooperation and Development (BMZ) and co-funded by the European Union, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing the project “Improving the participation of women in social and peace processes in Libya” The project is partnering with the Libyan Ministry of Youth to promote the participation of young women in socio-political processes in selected partner municipalities in Libya.
In this context, the project is looking for a Women’s Participation Advisor based in Libya.
Tasks of the Women’s Participation Advisor
With guidance from the international expert team, the Women’s Participation Advisor is expected to perform the following tasks:
· Liaising with the political partner (Ministry of Youth) as well as local administrations and authorities in the project’s partner municipalities, ensuring an efficient information flow and a trusting cooperative relationship;
· Elaborate social and political participation strategies and concepts as well as feasible initiatives and activities to promote the participation of young women in the selected partner municipalities, including the preparation of necessary TORs, specifications and budget estimations;
· Technical and administrative contribution to planning and implementation of project activities, workshops, participatory dialogue forums, social events and trainings, etc. in Libya and Tunis;
· Making use of their knowledge of the local political and administrative context and of their extensive network to advise project management in the identification and selection of suitable implementation partners (civil society organisations and external consultants) for the project;
· Follow up with, advise to and support of implementation partners in designing and conducting trainings, sensibilisation measures and coaching with local authorities and opinion leaders on the topic of the participation of young women in local social and peace processes;
· Advise the project management regarding questions pertaining to local customs, stakeholders and municipal structures;
· Support the implementation of monitoring activities of the project in close coordination with the monitoring & communication expert of the project;
· Perform other tasks as necessary and as requested by the Head of the Project.
Required qualifications
· Master’s degree in a field related to administration, political sciences, human rights, international relations, sociology or social work.
Professional experience
· 57 years or more of work experience in the development or social sector or in international cooperation.
· In-depth theoretical knowledge and practical experience in the domain of women’s participation, additional knowledge of methods and instruments of conflict resolution, peace promotion and violence prevention;
· Experience in the conception, preparation, implementation and documentation of social events/initiatives, workshops, competitions, dialogue forums, etc.
Other knowledge, additional competences
· Proven ability to successfully network with diverse high-profile stakeholders;
· Well connected with, and good knowledge of Libyan political and administrative landscape and (especially female-led) civil society organizations;
· Team-oriented working style as well as ability to work independently;
· Proven ability to build solid and trustworthy relationships with partners at all levels;
· Strong effective communication and interpersonal skills;
· Knowledge of instruments of conflict resolution and peace promotion;
· Ability to function well in a multi-cultural and diverse environment;
· Diplomacy, tact, and active listening skills;
· Excellent verbal and oral English and Arabic language skills at professional level are essential;
· Good working knowledge of ICT technologies and computer applications, especially MS Office (Word, Excel, PowerPoint and Teams).
The Women’s Participation Advisor will have to:
· Frequently travel to Tunis, Tripoli, and the project’s partner municipalities when required.
