The ICRC Delegation in Libya seeks to fill the following position:
Analysis and Evidence Specialist
The position is based in Tripoli Delegation
The Analysis & Evidence Specialist provides support for all matters related to assessments, analysis, monitoring, evaluation, reporting and information management. under the supervision and guidance of their hierarchical supervisor and according to ICRC and Economic Security standards.
Main Responsibilities
Functionally manage analysis and evaluation staff in his/her area of responsibility.
Supports Economic Security information management systems by maintaining and updating databases of spatial, socioeconomic, nutritional, agricultural, livestock, market and livelihoods related data.
Designs data-collection tools with the consultation of the Analysis Evaluation Regional specialist.
Supports Economic Security delegate/coordinator structure in addressing recommendations from monitoring and evaluations database results to ensure that follow-up actions are taken as required.
Contributes to build Monitoring & Evaluation capacity of Libyan Red Crescent society and daily workers through training and information sharing.
Performs data management and analysis and completes regular reports.
Supports the line manager in ensuring that delegation monitoring systems are in place and compliant with corporate standards.
Follows standard operational procedures and establish targets in alignment with the updated Economic Security programme reference framework.
Conducts mid-term reviews and thematic reviews related to operational decision-making.
Encourages critical thinking and creates an evidence and result approach at the programme and project level.
Leads complaints and feedback mechanism activities and follows-up requests transferred through the Community Contact Center and ensure problem-solving.
Supervise the Community contact center operators and ensure the well-running of the system.
Performs other related duties as required by line & functional managers.
Required Background, skills and experience:
Typically, 69 years of professional experience in needs assessments, monitoring & evaluation, operational information management or a closely related area
Proven field experience in supporting surveys, multiple assessments in countries, including the design, data collection and analysis.
Relevant humanitarian experience in ICRC, Red Cross/Red Crescent Movement, UN agencies or NGOs
Familiarity with early warning, econometrics, geo-analysis and familiarity with software applications associated with them.
Proven understanding of qualitative analysis, statistical analysis, coding languages and mapping software like Nvivo, SPSS, STATA, R, SQL, Python, ArcGIS.
Experience in analysing, interpreting and presenting information for decision making.
Experience in participating in the design and implementation of one type of programme such as Economic Security, Water Habitat, Protection, Health or Weapon Contamination.
